There are several things to take into account before deciding what club to hit off the tee including:
What distance it is from the tee and whether it is in range of your normal driving distance.
WHAT SIDE IS THE TROUBLE?
Whether the trouble is on the left or right side of the fairway and your normal shot shape.
WHERE WILL YOUR BEST SHOT LAND?
Whether you can confidently hit away from the trouble without finding a different hazard.
Sometimes, depending on the answers to the above questions, a three wood might be a better option, especially if it is a hole you can't reach in two shots, even after a perfect drive.
